That is not some vague feature request, so “Not Actionable” makes no sense for sure…
If they said “Will Not Implement” (even if only not exactly that way), while short sighted, it would a least be true.
In a well run company that response to a very specific and detailed customer request (and arguably a bug not feature request) should at least get the engineer a talking to by management IMO.
